1) I have not read the full article, but it seems ascorbate may have a mild inhibory effect on acetylcholine esterase. This means improved neurotransmission with acetylcholine and may have positive effects on cognitive functions.

2) Ascorbate may prevent catecholamines from being oxidized and acts, it seems, as a cotransmitter. This has led me to believe that ascorbate improves neural transmission in general.
