Bobber,
I think that air-pollution may just be an additional piece-of-the-puzzle ... just like stress, a sendentary-lifestyle, chronic inflammation, a poor diet, lack of sleep, chronic mental-illness, genetics, etc.
Fortunately (or unfortunately, depending on how you look at it) ... it's best to approach heart disease and most other conditions from more than one-angle.
That's my take on it anyway.

It is an interesting result, but they don't mention the animal model used in the story. Normally, they use animals that make their own vitamin C (e.g. mice) and these "plaques" are not the same as the human lesion.
However, introducing toxins, and showing that toxins can increase atherosclerosis, would be a confirming finding in support of the Pauling/Rath vitamin C theory. In other words, anything that uses up vitamin C before it can help produce collagen would promote atherosclerosis.
