If one consumes excessive amount of alcohol, one increases their chance of a DUI, along with other related health problems.

Exactly! So what should one do? Stop taking the alcohol.

Most doctors will recommend a reasonable one or two glasses of wine/day.
The report indicated 80mg/day increases the risk of diabetes, not 20mg or less.

Lets not throw out the baby with the bath water!!
